The Consent Planner module provides four integrated tools for the pre-application phase of resource consent preparation. It is designed for use by resource consent planners, property developers, and development managers at the earliest stage of project feasibility.

The Four Tools
| Tool | Purpose | Time Saved |
|---|---|---|
| Pre-Application Package | Parallel fetch from 9 data sources — zoning, overlays, HAIL, infrastructure, council valuation | 2–3 hours |
| Compliance Matrix | Auto-generated pass/fail check against operative district plan development standards | 1–2 hours |
| s92 Risk Scan | Predict likely s92 further-information triggers before lodging the application | 45 minutes |
| LIM Upload | Upload a Land Information Memorandum PDF and cross-reference with live GIS data | 30 minutes |
When to Use the Consent Planner
- Initial Feasibility — Use the Pre-Application Package to establish the planning context before any client engagement.
- Application Preparation — Run the Compliance Matrix to populate the Assessment of Environmental Effects (AEE) framework.
- Risk Management — Use the s92 Risk Scan to identify missing information before the application is lodged, reducing costly council further-information requests.
- LIM Review — Upload the LIM early to catch discrepancies between council records and GIS overlay data.
Productivity Benchmark
The Pre-Application Package consolidates data that would normally require individual searches across Auckland Council GeoMaps, LINZ, ECan GIS, and the council valuation system. Experienced planners report saving 2–3 hours per property using this tool.
