The Compliance Matrix generates a structured, rule-by-rule assessment of a proposed development against the operative district plan development standards. It is designed to directly support the preparation of an Assessment of Environmental Effects (AEE) and/or a Consent Report.

Using the Compliance Matrix

  1. 1Select the Compliance Matrix tab in the Consent Planner.
  2. 2Enter the property address and the proposed development details (number of units, height, building footprint, setbacks).
  3. 3Click Run Compliance Check.
  4. 4Review the results table. Each standard is listed with the rule threshold, your proposed value, and a ✅ compliant / ⚠️ marginal / ❌ non-compliant status.

Standards Covered

  • Maximum height and recession plane (H1–H4 AUP rules)
  • Minimum front, side, and rear setbacks
  • Maximum site coverage
  • Minimum landscaped area
  • Density (units per site area)
  • Outdoor living space per unit
  • Parking and access standards
  • Noise limits (where adjoining business or rural zones)

Professional Review Required

The Compliance Matrix is an analytical aid. Compliance outputs must be verified by a qualified Resource Management planner before being submitted to council as part of a resource consent application. Rule interpretation is subject to council policy guidance and may vary.
